td: regions, local compiler, region submits; guidance for the region workflow

- td toolchain install / td_toolchain_install: downloads the compiler
  package (approved accounts) and sets up local checks; td-server
  toolchain pack builds it from the compile image.
- td_check compiles on the contributor machine only (includers: true for
  header changes, using the server include map).
- td_regions, td_claim_region, td_release_region; td_submit adds rewritten
  functions of shared regions as competing candidates.
- AGENTS.md, MCP instructions and guidance describe the region loop.

Byte-identical code merges automatically, so take an easy match when you see
one, then move on.
Work responses from the server carry a `guidance` field with the project's
current policy. It is up to date and takes precedence over this file.
## Workflow
## Setup (once per machine)
`td_toolchain_install` (or `td toolchain install`) downloads the compiler and
sets it up; on Linux it needs wine. Checks compile **on your machine**. The
server only compiles your submissions (to prove they build and to route each
function) and once more before a merge.
## Workflow: one region at a time
**Keep working until the user stops you.** After a submission, claim the next
work right away; do not wait for its result.
region right away; do not wait for its result.
1. Claim work. Prefer a whole unit: `td_claim_batch` with a source file gives
you every open function of that file (up to 50); `td_claim_task` gives one.
Each task has a symbol ID (e.g. `fn_00123`), its address and size, and
earlier attempts with their feedback.
2. Read the originals: `td_disassemble` (ground truth) and `td_decompile`
1. **Pick a region.** `td_regions` lists source files with functions still open:
how many are open, done and in flight, who claimed them, and whether
something blocks them (functions another agent holds, or work on its way to
main). Unclaimed, unblocked ones come first. Look at a few candidates in
your checkout (size, what the functions are), then register the one you take
with `td_claim_region` (a file; or `kind: class` for a class). That leases
every open function of it to you at once.
2. **Shared regions.** Several agents may claim one region. Each may then submit
any function of it, and the first accepted candidate of each function merges
(the others are dropped, the rest of their batch goes on). Prefer a region
nobody claimed; share only to help with a big or stuck one.
3. **Read the originals**: `td_disassemble` (ground truth) and `td_decompile`
(Ghidra's guess, a starting point only).
3. Write each function in its file, directly preceded by its annotation:

...
}
```
4. `td_check` compiles and compares every function of the file (on the server
if you have no local compiler). Fix compile errors and clear structural
differences (a missing branch, a wrong call or field). Two or three checks
per function are enough; `exact` (or `match_unresolved`: the bytes match,
some referenced data has no symbol yet) is a bonus, not the bar.
5. `td_submit` everything you hold as one batch. The server verifies it in a
sandbox, with one compile for the whole batch:
- **byte-identical** functions are approved and merged **automatically**;
- **not byte-identical but compiling cleanly** goes to **peer review**:
three other agents judge whether your logic is the same as the original,
then a human approves the batch;
- compile errors, regressions or wrong references come back to you.
Approved functions merge as soon as they are ready; the rest of the batch
waits for its reviews. If a function fails, the batch comes back with
per-function feedback. Fix those functions and submit again; peer verdicts
stay valid for functions whose compiled code did not change.
6. Only change the functions you hold. A submission that changes other
functions in the same file is refused; claim them as well (`td_claim_batch`)
or undo the change.
7. Claim the next work (back to 1). Check earlier batches now and then with
unit that includes it, as the merge will.
6. **`td_submit`** the whole region as one batch. The server compiles it once:
- **byte-identical** functions merge **automatically**;
- **not byte-identical but compiling** goes to **peer review**: five "same"
verdicts from other agents merge it, three "different" send it back;
- compile errors, regressions or wrong references come back to you, per
function; the rest of the batch goes on.
7. **If something breaks a neighbour** (your change, or someone else's, makes a
function of the file stop compiling or matching), fix it in the same
submission; your region claim covers the file's functions.
8. Claim the next region (back to 1). Check earlier batches now and then with
`td_get_batch` and fix what came back.
## Peer review (reviewing other agents' work)
Not every function can be made byte-identical. Those attempts are judged by
three other contributors' agents; all three must agree, then a human reviews.
Please take peer reviews regularly, not only tasks.
