Splitting a half-reviewed batch puts its pending functions back as on main. When the approved functions call a pending one by its new signature, or a helper the submission added, that does not compile, and the batch waited to merge as a whole (113 approved functions in 19 batches). Next round keeps the pending functions' new code without their annotations: main compiles, they do not count as done, and their review goes on.
