Record owner acceptance of verified source and no-decompile claims

Owner explicitly waived peer review for pending submissions. 1663 code candidates are already present on main with identical compiler code hashes and passed the pinned 449-unit build, lint, and reference checks. 47 no-decompilation claims are accepted by owner decision.

169 stale or unmapped candidates are returned for technical cleanup, not accepted. No source code is changed, no old file snapshot is merged, and no independent peer verdict is asserted or inserted.
